农业科研单位大型仪器设备共享管理机制存在的问题及改进措施——以中国农业科学院为例

摘　　要：在“创新、协调、绿色、开放、共享”五大新发展理念的指引下,大型仪器设备开放共享已经成为科研单位创新科技条件建设的必然趋势。文章以中国农业科学院为例,阐述了大型仪器设备开放共享管理现状,深入剖析了共享管理过程中存在的问题,并从严格落实大型仪器设备的购置论证与追溯管理、完善仪器设备共享平台信息服务功能、健全大型仪器设备共享运行机制、培养高水平的仪器设备管理维护人才等方面提出了改进措施,以促进农业科研单位大型仪器设备开放共享。Under the guidance of the five new development concepts of"innovation,coordination,green,openness and sharing",the openness and sharing of large-scale instruments and equipment has become an inevitable trend for conditional construction of scientific research institutions.Taking the Chinese Academy of Agricultural Sciences as an example,current situation of the openness and sharing management of large-scale instruments and equipment were investigated in the paper.Problems existing in the process of sharing management were deeply analyzed,and improvement countermeasures proposed,such as strictly implementing the purchase demonstration and traceability management of large-scale instruments and equipment,improving the information service function of instrument and equipment sharing platform,optimizing the openness and sharing running mechanism of large-scale instruments and equipment,and cultivating high-level professional personnel instruments and equipment management and maintenance to promote the openness and sharing of large-scale instruments and equipment.
