公众参与生态功能区建设的支付意愿评价模型构建——以东北重点生态功能区为例

摘　　要：以公众对东北重点生态功能区建设的支付意愿作为研究对象,应用多层线性模型原理,构建了支付意愿的评价模型,分析不同因素对支付意愿的影响。结果表明:不同行政区划内的公众支付意愿差异极其显著(P<0.01);公众支付意愿的95.43%取决于公众的主观意愿、10.75%取决于月均收入、7.30%取决于受教育程度、7.28%取决于居住地、2.72%取决于年龄;公众支付意愿中,还有32.25%来源于居民消费价格指数与公众对生态功能区建设的主观意愿交互作用、8.43%来源于居民消费价格指数与年龄的交互作用。说明,公众对生态功能区建设的支付意愿,受其主观意愿及其自身社会经济特征影响的同时,还受其所在地域经济发展水平的制约;相关支付意愿研究,应将研究对象所在行政区划的经济环境指标纳入其中。Taking the public’s willingness to pay for the construction of key ecological function areas in Northeast China as the research object, we constructed an evaluation model of willingness to pay by applying the principle of multi-layer linear model, and analyzed the influence of different factors on willingness to pay. The results showed that the public willingness to pay was significantly different in different administrative divisions(P<0.01). The 95.43% of the public’s willingness to pay depends on the public’s subjective will, 10.75% depends on the average monthly income, 7.30% depends on the education level, 7.28% depends on the place of residence, and 2.72% depends on the age. In addition, 32.25% of the public’s willingness to pay comes from the interaction between the consumer price index and the public’s subjective willingness to construct ecological function areas, and 8.43% comes from the interaction between the consumer price index and age. It shows that the public’s willingness to pay for the construction of ecological function zones is not only affected by their subjective will and their own social and economic characteristics, but also restricted by the regional economic development level. Relevant research on willingness to pay should include the economic and environmental indicators of the administrative area where the research object is located.
