摘 要:特殊作业一直是危险化学品企业现场管理的重点和难点,频繁发生的特殊作业事故暴露出企业现有安全管理模式尚无法满足风险管控的要求。本文在分析特殊作业事故特点的基础上,深入探讨轨迹交叉论在事故预防研究上的应用,从防止人的不安全行为、消除物不安全状态、杜绝管理上的缺陷以及避免人与物的时空交叉四个方面提出风险管控管控措施,并结合具体事例将轨迹交叉论融入实际安全管理过程,以期为提升危险化学品企业特殊作业安全管理水平提供决策支持。Special operation has always been the key and difficult point in the field management of hazardous chemical enterprises.Frequent special operation accidents have exposed that the existing safety management mode of enterprises could not meet the requirements of risk control.Based on the analysis of the characteristics of special operation accidents,this paper discusses the application of Orbit Intersecting Theory in accident prevention research,and puts forward risk management and control measures from four aspects,that is preventing unsafe behaviors of operators,eliminating unsafe state of objects,eliminating defects in management,and avoiding time-space intersection between operators and objects.Combined with specific examples,the Orbit Intersecting Theory is integrated into practical safety management in order to provide decision support for improving the safety management level of special operations in hazardous chemical enterprises.
