摘　　要：依托社区发展以居家为基础的多样化养老服务是当前政府的迫切要求。而居家养老服务的筹资机制是影响其功能发挥的重要瓶颈因素。澳大利亚探索出了适度普惠性的补贴型居家养老服务筹资模式。以政府主导的多元化筹资机制,基于需求规划配置资金和服务,非营利养老服务机构竞争购买居家养老服务,基本养老服务补贴、居家养老服务包计划、照护者补贴等丰富多样的居家养老服务政府支持政策等独具特色。这对于明晰我国政府在居家养老服务中的主导角色,强化居家养老服务筹资制度建设,灵活运用资金支持政策工具,加快社区居家养老服务机构的专业化建设,建立市场化的供给机制,满足民众居家养老服务的多样化需求等方面有较强借鉴意义。Relying on the community to develop diversified home-based elderly care services is an urgent requirement for the current government.The problem of financing mechanism for home-based care services is an important bottleneck factor affecting its function.Australia has explored a moderately inclusive subsidized home-based care financing model.With the diversified financing mechanism led by the government,non-profit old-age service institutions compete to buy home-based elderly care service,basic elderly care service subsidy,home-based eldly care service package plan,caregiver subsidy and other government support policies are very distinctive.For our country,to play a leading role in the home-based care services by the government,allocate the funds and services based on demand planning,strengthen the financing system construction for the home-based care services,use the financial support policy tools flexibility,accelerate the professional construction of community home care institutions,establish market supply mechanism,meet the diverse needs of the people and so on should be used for reference.
