摘　　要：杨永智诉济南大学不授予学士学位案蕴含的很多有关高校学位纠纷的话题,有待进一步深入探讨。总体而言,济南大学作出不授予学士学位行为程序存在“瑕疵”,但尚未转化为“违法”;高校应有权制定学位授予工作细则具体化上位法规定,包括制定必要的“品行条款”;本案二审法院虽然绕开了对纪律处分的司法审查,但其判决的可接受性并未实质提高。The case of Yang Yongzhi v.Jinan University for not conferring a bachelor’s degree contains many topics related to university degree disputes and still needs to be further discussed.In general,there are“defects”in the procedures of Jinan University not awarding a bachelor’s degree,but they have not yet been transformed into“illegal”;Colleges and universities should have the right to formulate the specific upper law of the work rules for degree awarding,including the formulation of the necessary“ethics clauses”;Although the court of second instance in this case bypassed the judicial review of disciplinary sanctions,the acceptability of its judgment has not substantially improved.
