江苏省支持农村人居环境整治的财政政策研究

摘　　要：改善农村人居环境,建设美丽宜居乡村,事关全面建成小康社会、广大农民根本福祉以及农村社会文明和谐。本文总结了江苏省农村人居环境整治工作取得的成绩和财政政策实施情况,同时也梳理出目前农村人居环境整治工作中面临的运营维护成本上升、建设项目投入分散、运营维护机制缺乏等困难。因此,需要着眼于现实财力条件,以建立健全农村人居环境投入长效机制为基础,以优化支持人居环境的财政支出结构为核心,以加强财政投入资金绩效管理为保障,不断完善农村人居环境整治的财政投入保障机制。Improving rural living environment,building beautiful and comfortable countryside tightly relates to the building of a moderately prosperous society in all respects,the fundamental well-being of the vast majority of farmers,and the social civilization and harmony in rural areas.This article summarizes the achievements in the improvement of rural human settlements in Jiangsu Province and the implementation of fiscal policies.At the same time,it also sorts out the difficulties in the improvement of rural human settlements,such as rising operation and maintenance costs,scattered investment in construction projects,and lack of operation and maintenance mechanisms.Therefore,it is necessary to focus on the actual financial conditions,to establish and improve the long-term mechanism of rural human settlements investment as the basis,to optimize the financial expenditure structure supporting the human settlements environment as the core,and to strengthen the performance management of financial investment funds as the guarantee,and continue to improve the rural population.The financial investment guarantee mechanism for the improvement of the living environment.
