摘　　要：社会公共道德是大众在长期的集体生活中潜移默化形成的行为规范,在维护正常的社会秩序有着举足轻重的作用。在市场经济大潮下,我国加快城市化步伐,个体凸显,宗族意识逐渐淡化,乡规民约慢慢消逝。社会公共道德越来越成为一种"软规范",需要人们自觉遵守。但当一些"不自觉"的人行为突破社会公共道德底线,社会舆论压力已不足以维护正常的社会秩序的时候,就需要由国家强制力保障实施的法律介入了,其中社会管理职能最为丰富、与社会公共生活联系最为密切的行政法首当其冲。Social morality,the behavior norm formed by the masses in the long-term collective life,plays a decisive role in maintaining the social order. With the urbanization pace accelerated,individuality respected,the clan consciousness gradually diluted,people pay less and less attention to the rules and regulations. Social morality is imposed on the individual by purely voluntary action.But when an offender is not subject to public opinion pressure,it is necessary to ensure the implementation of legal intervention by national force. Of all the laws,the administrative law should play its role for the sake of its social management function and close contact with the social public life.
