失能老人长期照护的现状、问题及对策研究

摘　　要：随着我国人口老龄化加剧,失能老人群体的规模不断扩大,失能老人的长期照护问题越来越成为我国社会关注的焦点。综合运用定性与定量方法,基于失能老人长期照护的现状分析,围绕家庭照护负担重、社区照护缺乏专业人才以及机构照护市场化程度低三大问题,提出如下建议:完善社会保障体制;鼓励低龄老人与非正式就业者从事养老服务;促进机构照护主体间协同发展、公平竞争。With aging population rising dramatically,there is a growing increase of disabled elderly groups in scale,resulting in problems in long-term care for the disabled elders brought to public attention.As a result,through capitalizing on both qualitative and quantitative methods,this paper presents the following policy suggestions revolving around the burden of family care,lack of professional caretakers in communities and inadequacy in market-oriented elderly care after analyzing the current situation of long-term care for the disabled elders.The suggestions are to improve the social security system,encourage the young old and informal employees to engage in elderly care services,and boost coordinated development and fair competition among institutions providing elderly care.
