50 Years of International Political Economy:Changing Realities,Research Agenda and Theoretical Innovations

摘　　要：国际政治经济学(IPE)的兴起和发展,既与国际关系的现实变革相关联,也与国际关系理论论争相联系,同时更与IPE三代学者的理论创新密不可分。20世纪70、80年代,围绕美国霸权衰退和世界政治经济变革,国际关系学界出现了三次大的理论论战。"第一代"IPE学者或关注在国际经济中国家之间的合作(相互依赖论),或关注开放的国际经济体系的稳定以及权力分配(霸权稳定论),或关注国际体系中的不平等(依附论和世界体系论),或关注国际组织的作用(国际机制论)。进入20世纪90年代,随着冷战结束和苏联的解体,尽管出现了理性主义和建构主义的论战,但经济全球化以及世界经济的稳定还是促使"第二代"IPE学者们将研究的重点转向了国内政治,他们试图借用新古典经济学的理论,并通过统计学的方法,将比较政治经济和国际政治经济纳入到一个统一的分析框架之中,借此构建"开放经济政治学"(OEP),从而使国际政治经济学更加"科学化"。然而,2008年发生的全球性金融危机,不仅对20世纪90年代以来不断拓展和深化的全球化产生了重大冲击,而且还对主导国际政治经济学的"开放经济政治学"提出了理论挑战。正是在对2008年全球性金融危机和世界政治经济变革的反思中,新一代IPE学者出现了分化趋势,这一趋势既涉及理论范式和研究方法的选择,也关乎研究议题的设定,同时还触及到了学术共同体的建设。The emergence and development of international political economy have not only been related to the changing reality,but also been related to the theoretical debates in international relations as well as the theoretical innovations of the three generation IPE scholars.There were three major theoretical debates in the field of international relations about the decline of American hegemony and the transformation of world politics and economy in the 1970s and 1980s,when most of the first-generation IPE scholars focused themselves on system-level theorizing innovations such as complex interdependence(interdependence theory),hegemonic role in stability in the global economy and the distribution of power(hegemonic stability theory),inequality in international system(dependence theory,and world system theory),and importance of international organization(international regime theory).Entering into 1990s,the second-generation IPE scholars began to focus more on domestic politics in the context of economic globalization and create an"Open Economy Politics"theoretically to unify comparative political economy and international political economy,by which they tried to use statistical methods to test hypotheses drawn from models of domestic politics in order to make IPE more"scientific"especially in American school.However,the outbreak of the 2008 global financial crisis shocked the deepening economic globalization empirically,and presented a theoretical challenge to the Open Economy Politics because of its neglecting international dimension.In order to copy effectively with the changing world political economy,the third-generation IPE scholars are now tending to diversify paradigms,methods,and research agenda.
