摘 要:随着矿产资源勘查工作的不断改革,"矿产资源基地"的概念被越来越多的学者提及,矿产资源基地找矿潜力巨大,资源开发支撑当地矿业经济,但是同时往往也会诱发一系列地质环境问题,因此,改善矿业社区生态环境,探索矿业开发与生态环境保护的最佳结合点,在开发金山银山的同时,保护绿水青山,应对这些挑战,迫切需要资源潜力-地质环境-技术经济一体化组织实施,创新调查方法创新驱动绿色矿业发展。"内蒙古赤峰有色金属基地综合地质调查"作为中国地质调查局部署的资源基地综合地质调查试点项目,在全区内开展了面向全区资源基地技术经济评价概略性评价工作,探索建立了一套针对大型矿产资源基地技术经济调查评价的方法,提出应该分两个层次展开,分别为区域基地宏观层次和典型矿山(三级成矿系统)确定评价指标、建立评价模型层次,以区域概略性定性评价为主。以上方法通过在内蒙古赤峰有色金属基地的实践证明,该方法具有一定的开拓性、创新性和示范性,具有非常重要的理论与现实意义。With the continuous reform of mineral resources exploration,the concept of"mineral resources base"has been mentioned by more and more scholars. The prospecting potential of mineral resources base is always great. The exploitation of resources supports the local mining economy,but at the same time it often causes a series of geological environmental problems. Therefore,we need to improve the ecological environment of mining communities,explore the best combination of mining development and ecological environment protection,and protect the green mountains while developing the golden mountains. In order to meet these challenges,we urgently need the implementation of the integration organization of resource potentiality,geological environment,technology and economy,and the application of innovative survey methods to drive the development of green mining industry.As a pilot project deployed by China Geological Survey,"Comprehensive geological Survey of Chifeng Non-ferrous Metal Base in Inner Mongolia"has not only carried out technical and economic evaluation work in the whole region,but also explored and established a set of methods for technical and economic investigation and evaluation of large resource bases. This method puts forward that the technical and economic evaluation should be carried out in two steps,the first step is the macroscopic level of regional base,the second step is the microscopic level of typical mine,which needs to determine the evaluation index and establish the evaluation model.Generally speaking,qualitative evaluation of regional generality is given priority to. The above method has been proved by practice in Chifeng Nonferrous metal base in Inner Mongolia,which is pioneering,innovative and demonstrative,and has very important theoretical and practical significance.
