群体性事件的含义、特征、成因及对策

摘　　要：群体性事件,作为社会矛盾的体现,与政治性事件有着本质区别,但是群体性事件具有行为的越轨性及反常性、复杂性和必然性等特点,会造成社会破坏和损失。群体性事件的发生包括经济基础以及上层建筑的政治、文化、社会心理、法律等因素,是各种因素综合作用的结果,在预防、处置上都必须对已有的制度、法律进行落实,预防群体性事件要本着从群众中来到群众中去的原则,处理群体性事件要本着客观公正、依法处置的原则,善后工作要本着信息公开,还原真相,从根本上化解人民内部矛盾,根除事件发生的土壤。Mass incidents,as a manifestation of social contradictions,are essentially different from political incidents.However,mass incidents have the characteristics of deviant and abnormal behavior,complexity and inevitability,and can cause social damage and loss.The occurrence of mass incidents includes economic foundations and the political,cultural,social,psychological,and legal factors of the superstructure.It is the result of the combined effects of various factors.In prevention and disposal,the existing systems and laws must be implemented to prevent groups.Mass incidents’prevention should be based on the principle of coming to the masses from the masses,the handling of mass incidents should be based on the principles of objectiveness,fairness and lawful handling,and the aftermath should be based on information disclosure,restoring the truth,and fundamentally resolving contradictions among the people.Eradicate the soil where the incident occurred.
