摘　　要：“治理有效”是实施乡村振兴战略的总体要求之一,也是推进乡村治理体系和治理能力现代化的应有之义。随着高风险社会的全面来临,“高风险”的城市与“不设防”的农村并存,而在乡村振兴战略的政策引导下,农村经济社会系统的开放性和复杂性也随之增强,农村的“脆弱性”及其短板效应日益凸显,经济、社会、文化、生态等一系列风险因素随之显现,而传统的危险管理模式已无法适应复杂的风险形势,构建总体性、现代化的农村风险治理体系成为必然。农村风险治理必须立足国情农情,树立总体性的风险治理意识,培育全主体的风险治理“共同体”,打造合作共治的农村风险治理格局,建立全周期的乡村风险治理机制,走出一条中国特色的韧性治理道路。Effective governance is one of the overall requirements for the implementation of rural revitalization strategy,and it is also the due meaning of promoting the modernization of rural governance system and governance capacity.High-risk and unprotected rural city,and in the strategy of rejuvenating rural policy guidance,the openness and complexity of the rural economic and social system also increases,the vulnerability of rural and its growing short board effect,a series of risk factors such as economic and social cultural ecology emerges,and the danger of traditional risk management pattern have been unable to adapt to the complex situation,build risk overall modernization of the rural governance system become inevitable risk of rural governance must be based on national conditions NongQing,sets up the overall risk management awareness,foster the subject of the whole community of risk management,to build cooperative work.
