摘  要:环境问题是制约高质量发展的一大瓶颈,提高生态效率对经济与环境的协同发展至关重要.运用非合意产出的数据包络分析模型测度了江苏省2000—2017年生态效率,考虑到宏观经济变量间的依存关系而引入中介变量,通过路径分析模型研究了城镇化率与环境规制对生态效率的直接和间接影响,结果显示城镇化率对生态效率的直接路径系数为-2.81,但以经济发展为中介变量的间接路径系数为1.31;环境规制对生态效率有直接促进作用,其直接路径系数为0.28,同时通过产业结构产生间接促进作用,间接路径系数为0.0968.从总效应来看,城镇化抑制了生态效率的提高.因此,在江苏省经济与生态的协同建设中,应推进城市内部的美化运动,引导资金流入生态环保企业,加强环保督察,以减轻城镇化对生态效率带来的负面影响,充分发挥环境规制的促进作用.Environmental problem was a major bottleneck restricting the high-quality development, thus improving ecological efficiency was crucial to both the economy and the environment. Data envelopment analysis(DEA) model of undesirable output was used to measure the ecological efficiency of Jiangsu Province from 2000-2017. Considering the correlation between macroeconomic variables, this paper introduced two intervening variables. Path analysis model was used to study the direct and indirect effects of urbanization ratio and environmental regulation on ecological efficiency. The results showed that the direct path coefficient of urbanization ratio was-2.81,but the indirect path coefficient was 1.31 through economic development. Environmental regulation directly promoted ecological efficiency and indirectly promoted it through industrial structure. The direct and indirect path coefficient were 0.28 and 0.096 8 respectively. Judging from the overall effect, urbanization inhibited the improvement of ecological efficiency. Therefore, in the cooperative construction of economy and ecology, Jiangsu Province should promote the beautification campaign within the city, guide funds to flow into environmental protection companies and strengthen the environmental supervision. All the actions above were intended to reduce the negative impact of urbanization and gave full play to the role of environmental regulation.
