医务系统退休职工服务初探——以S市医务系统为例

摘  要:目的了解医务系统退休职工社区服务及医院退管服务的使用情况,并提出合理化建议。方法选取2019年7—9月S市6家综合医院,3家专科医院,1家站所单位。以退休职工为研究对象,按姓名拼音升序系统抽取10%,发放自制问卷920份。回收问卷739份,有效问卷664份。结果社会服务使用满意度不高,仅约7%被调查者对社区养老服务充分了解,近九成未曾使用任何社区养老服务,社区家庭医生签约不足两成。仅约5%被调查者对长期护理保险和老年综合津贴等政策表示充分知晓。退管服务使用满意度较高,电话(61.14%)和微信(50.60%)是联系退管会最经常方式,前三位需要是退休职工福利发放信息(49.85%)、就诊服务(34.49%)、医院发展相关信息(33.43%)等。经常性接受退管服务包括退休职工福利发放信息(63.55%)、医院发展相关信息(41.27%)、参加文体活动(25.15%)、就诊服务(24.25%)、经济补贴(13.86%)等。结论退管服务干部队伍建设是重要保障,退管服务广覆盖与特殊性是重要实践原则,退管服务与社会服务差异化设置是重要发展方向。Objective To understand the use of community services for retired employees in the medical system and hospital deregistration services,and to put forward reasonable suggestions.Methods 6 general hospitals,3 specialist hospitals and 1 station unit in S city from July to September 2019 were selected.Taking retired employees as the research object,10%were drawn systematically in ascending order of the pinyin of their names,and 920 self-made questionnaires were distributed.739 questionnaires were recovered and 664 valid questionnaires were collected.Results Satisfaction with the use of social services is not high.Only about 7%of the respondents have a full understanding of community elderly care services.Nearly 90%have not used any community elderly care services,and community family doctors have signed a contract with less than 20%.Only about 5%of the respondents are fully aware of policies such as long-term care insurance and comprehensive old-age allowance.Satisfaction with the use of withdrawal management services is relatively high.Telephone(61.14%)and WeChat(50.60%)are the most frequent ways to contact the withdrawal management committee.The top three needs are retired employee welfare information(49.85%)and medical services(34.49%),hospital development related information(33.43%),etc.Frequent acceptance of retirement management services includes retired employee benefits distribution information(63.55%),hospital development related information(41.27%),participation in cultural and sports activities(25.15%),medical services(24.25%),economic subsidies(13.86%),etc.Conclusion The construction of the cadre team for deregistration services is an important guarantee,the wide coverage and particularity of deregistration services are important practical principles,and the differentiated setting of deregistration services and social services is an important development direction.
