乡村振兴背景下岩溶石山地区全域土地综合整治探讨——以巴马瑶族自治县盘阳河长寿旅游带为例

摘　　要：岩溶石山地区自然资源匮乏,人地矛盾突出,生态环境脆弱,长期制约当地群众脱贫致富和生产生活环境改善,历来是国家扶贫攻坚重点地区。2020年我国脱贫攻坚战取得全面胜利后,解决“三农”问题的主要目标由实现现行标准下农村贫困地区人口脱贫转向实现城乡整合全面共同富裕的转变,实现这一转变的重要抓手就是实施乡村振兴战略。文章以巴马瑶族自治县盘阳河长寿旅游带为例,阐述围绕乡村振兴总目标,利用全域土地综合整治政策平台推动要素配置,在岩溶石山地区条件下,充分利用区域禀赋资源,扬长避短,突出优势,力补短板,统筹土地整治和生态修复,推进区域经济社会发展和生态文明建设的思路。The karst stone mountain area is lacking in natural resources,the contradiction between people and land is outstanding,and the ecological environment is fragile.Long-term constraints on local people getting rid of poverty and improving their productive and living environment,which has always been the key areas of national poverty alleviation.After China’s overall victory in poverty alleviation in 2020,the main task of solving the“three rural issues”shifts from achieving poverty reduction in rural poverty-stricken areas under current standards to achieving a comprehensive and prosperous urban and rural integration.The key to this transformation is to implement the strategy of Rural Revitalization.This article takes the Panyang River longevity tourism zone in Bama Yao Minority Autonomous County as an example to explain the use of comprehensive national land consolidation policies to promote the allocation of factors.Under the conditions of the karst stone mountain area,makes full use of regional endowment resources,promotes strengths and avoids weaknesses,highlights advantages,and makes up for shortcomings.The overall goal of rural revitalization is to coordinate land remediation and ecological restoration,and promote the idea of regional economic and social development and ecological civilization construction.
