信息化促进工业转型升级的技术效率及其影响因素——以江苏省为例

摘　　要：以江苏省为例,在实证测度其13个地市2003-2017年信息化发展和工业转型升级指数的基础上,利用完全非参数随机前沿模型对信息化促进工业转型升级的技术效率进行测度,并采用面板Tobit模型对效率影响因素进行检验。结果显示:江苏省工业转型升级的信息化效率普遍较高,考察期内13个地市的效率均值均在0.93以上,且呈明显的空间关联;对外开放、人力资本、地区协同创新、工业规模结构、生产服务业发展、地方政府支持等6个因素对信息化效率呈显著的正向影响。为进一步提高江苏省信息化效率水平,提出相关对策政策建议:加大人力资本投入,积极培养高层次人才;加大财政金融支持力度,为工业发展营造良好的政策环境;进一步加大开放力度,提升工业国际化水平和层次;加强创新协同,大力发展现代生产性服务业;正确处理政府与市场的关系,发挥市场在资源配置中的作用。Taking Jiangsu province as an example, this paper empirically measures the index of informatization development and industrial transformation and upgrading of 13 cities in Jiangsu from 2003 to 2017, and uses the completely nonparametric stochastic frontier model to measure the technical efficiency of informatization which promotes the industrial transformation and upgrading, and adopts panel Tobit model to test the factors which affect the technical efficiency. The research finds that: Jiangsu’s informatization efficiency is generally high, the average efficiency of the 13 cities in the past 15 years is all above 0.93, and has obvious spatial association;six factors such as opening to the outside world, human capital, regional collaborative innovation, industrial scale structure, production and service development, local government support, all have a significant positive impact on information efficiency. In order to further improve the level of information efficiency in Jiangsu, the paper puts forward the relevant countermeasures and policy suggestions: increasing investment in human capital to actively train high-level talents;increasing fiscal and financial support to create a sound policy environment for industrial development;further opening up to enhance the level and level of industrial internationalization;and correctly handling the relationship between the government and the market, playing the role of the market in the allocation of resources.
