摘　　要：在2010年国务院发布的《全国主体功能规划》中,川西北高原地区被确定为限制开发区和禁止开发区,成为国家重要的生态功能区之一。由此,在“生态保护”和“限制开发”的前提下,如何推进该地区经济社会的可持续发展,是各级地方党委政府必须面对和研究并解决好的重要问题之一。为此,本文以川西北重点生态功能区——红原县为例,运用生态足迹模型,对该区域自然资源的利用情况和自然生态系统的供给能力进行剖析,进一步分析了该区域的可持续发展状况,找出可持续发展中存在的主要问题和构成要素。在此基础上,以生态系统和经济发展系统相互耦合为视角,提出川西北高原地区可持续发展的耦合路径及对策建议。By adopting the ecological footprint model,this paper takes Hongyuan County as a case study to conduct research on the utilization of natural resources and the supply capacity of the natural ecosystem in this area.The study further analyses the current situation of the sustainable development in this county,and uncovers its main problems and the related causes.Through a comprehensive analysis of the northwest Sichuan plateau,and from the perspective of the mutually linked development between the eco-system and economic system,this paper provides some linked paths for a sustainable development in the northwest Sichuan plateau from the perspectives of institutional,industrial,operational,and technical innovation.This paper suggests that if the northwest Sichuan plateau area wants to take the path of sustainable development,it should not only strengthen environmental protection and ecological restoration,but also develop characteristic industries that adapt to the local conditions and are within the carrying capacity of the resources and environment,with moderate and scattered development.However,there are two issues that we need to pay attention to within the context of economic development.On one hand,as an important ecological functioning area of the country,large-scale exploitation in this area is restricted.On the other hand,although the ecological environment deterioration has been controlled to a certain extent,the situation is still very severe.In addition,within the process of development,there are also a lot of other problems,such as the fragile ecosystem,over-exploitation of resources,serious grassland degradation,insufficient technical support,low degree of industrialization and an imbalanced ecological management.Therefore,it is very important to solve the problem of the discord between ecological environment protection and economic development.Assuming the premise of“restricted development”and“ecological protection”,and in order to develop in a sustainable way,a good linkage of ecological envir
