从“嵌入”走向“嵌合”:社会组织党建模式创新探析

摘　　要：在实践探索中形成的“嵌入式”党建模式实现了党组织对社会组织的有形覆盖,但存在社会组织党组织政治定位不明,党组织与社会组织尚未实现有效融合,党建工作与业务工作相互分离以及“官方文化”和“民间文化”发生摩擦与碰撞等问题。“嵌合式”党建模式与“嵌入式”党建模式在聚焦阶段、主要目的、理念原则、路径指向、蕴含思想等方面存在明显差异。“嵌合式”党建模式有利于完成“质量建党”新任务,符合地方社会组织党建创新的新需求,也与我国培育社会组织的新策略相匹配。通过制度建构、策略转向、结构嵌合、业务嵌合和文化嵌合,实现“嵌入式”党建模式向“嵌合式”党建模式转变。The"embedded"Party building model formed in practice and exploration has realized the tangible coverage of Party organizations over social organizations.However,there are some problems,such as unclear political orientation of Party organizations in social organizations,ineffective integration of Party organizations and social organizations,separation of Party building work and professional work,friction and collision between"official culture"and"folk culture".There are obvious differences between"chimeric"and"embedded"Party building modes in focusing stage,main purpose,concept principle,path direction,implication thought,etc.The"chimeric"Party building model is conducive to the completion of the new task of"quality Party building",which meets the new needs of Party Building Innovation of local social organizations,and also matches the new strategy of cultivating social organizations in China.Through the system construction,strategy turn,structure chimerism,business chimerism and culture chimerism,we can realize the transformation from"embedded"Party building mode to"chimeric"Party building mode.
