村社集体在农业产业发展中的资源动员与“关系治理”——以农业劳动力的组织和管理为例

摘　　要：本文以农业企业发展中劳动力的组织和管理为切入点,考察了村社集体作为一种组织资源,在乡村产业发展中进行资源动员和“关系治理”的优势和机制,以及这种“关系治理”对村庄治理的影响。在协助企业进行劳动力的招聘和管理过程中,村社集体能充分动员和利用其嵌入乡村社会的社会网络资源和地方性规范,以及与村委“二合一”的治理优势和政治权威来组织整合农民,具有企业无法具备的嵌入性优势。在这一过程中,村社集体通过“做工作”的管理方式、“讲公道”的管理原则、为农户说话的情感立场将劳动力管理和村庄治理进行了互联,并通过利益联结和思想动员形成了集体与个人的责任联结和责任意识,从而促进了村庄的整合和村庄治理。Taking the organization and management of labor in the development of agri-enterprises as a starting-point of exploration,this paper examines the advantages and mechanisms of the rural collective economic organization in resource mobilization and“relation governance”in the development of rural industries as well as the influence of such a relation on the rural governance.The rural collective economic organizations can fully mobilize and use the social network resources and local norms embedded in the rural society,as well as the governance advantages and political authority of“two in one”with the village committee to organize and integrate farmers,which has the advantage of embedded relationship that enterprises cannot have.Through the rural collective economic organization to help enterprises realize labor organization,training,management,etc.,it can not only greatly reduce the organization cost and transaction cost of the enterprise,but also better protect the rights and interests of peasants,and realize the resource transformation and the benign interaction between industrial development and village governance.It not only contributes to the labor dilemma faced in the development of rural industries,but also helps peasants to share the benefits of rural industrial development and the improvement of rural governance.
