基于因子分析的煤炭资源型城市转型发展动态评价——以淮南市为例

摘　　要：绩效评价能够为资源型城市转型发展的政策制定和调整提供依据.在定义面向成熟型煤炭资源城市转型发展指标体系的基础上,提出了在因子分析方法中,对因子得分系数矩阵进行分块计算以获得按指标类别评价结果的方法,并使用该方法对淮南市2010—2019年的城市发展绩效进行了分析,结果表明:淮南市在民生及环境方面发展较好,但在经济及资源产业发展方面相对落后.分析结果同时也验证了该方法的有效性及可解释性.Performance evaluation can provide a basis for policy formulation and adjustment of resourcebased cities development.On the basis of defining the index system of mature resource-based cities,this paper presents a method of calculating the factor score coefficient matrix in block to obtain the evaluation results according to the index categories,and uses this method to analyze the development performance of Huainan city from 2010 to 2019.The result shows that Huainan has developed well in fields of people's livelihood and environment,but lagged behind in fields of economic and resource industries.The analysis results also verify the validity and interpretability of the method.
