南水北调受水区地下水压采评估指标体系构建与应用实践

摘　　要：南水北调东中线一期工程的顺利通水为华北地区地下水压采提供了水源条件。梳理了受水区地下水压采评估的相关工作背景,阐述了贯彻"十六字"治水思路和践行新发展理念过程中,南水北调受水区地下水压采评估指标体系的构建和实践应用情况。对照高质量发展要求,从巩固城区压采效果、创新推动非城区压采工作、完善指标体系服从并服务于新发展格局、加强部门协作等方面,提出了推动后续工作的意见建议。The completion of phase-I schemes of east and middle routes of the South-to-North Water Diversion Project provides a base for reducing groundwater withdrawal in the North China region.By reviewing the background information,introductions are made on the formation of evaluation index system for reducing groundwater withdrawal in water receiving area of the South-to-North Water Diversion Project and its application in practicing Sixteen-Character water governance and new development concept.According to the requirements of high-quality development,suggestions are given to follow-up work of reducing groundwater withdrawal from the aspects of furthering up results in urban areas,taking innovative measures in non-urban areas,perfecting indicator system to adapt and serve the new development pattern,and creating synergy among various departments.
