摘　　要：河南省是水资源严重短缺的省份,地下水超采问题比较突出。为加强地下水超采治理,河南省划定了地下水超采区和禁限采区,明确了相应的管理目标,多措并举加强治理保护。介绍了政策制度建设、南水北调受水区地下水压采、县域地下水超采区综合治理试点、全省饮用水地表化试点、地下水监测体系建设、体制机制改革、加强地下水开采日常管理等河南省地下水超采治理措施及取得的显著成效,分析了当前存在的问题,提出了完善政策、加大投资、强化地下水监测等应对举措。Henan Province has suffered from serious water shortage and groundwater overdraft.In order to control groundwater overdraft,it specified the over-exploited and banned or restricted areas,and defined management objectives and relevant measures for control and protection.Introductions are made on management measures and results in policy making and system construction,reduction of groundwater mining in water receiving areas of the South-to-North Water Diversion Project,experiences of county pilot areas in control of groundwater over-exploitation,other pilot areas of using surface water as drinking water in the province,and construction of groundwater monitoring system,reform of system and mechanism and daily management of groundwater mining.Measures,such as perfecting water resources management,increasing investment and strengthening groundwater monitoring are suggested concerning issues existed at present.
