Remarkable Performance of British Partisan Think Tanks

摘　　要：[目的/意义]在当前的“智库热”中,政党智库似乎是一个被遗忘的研究领域。英国政党智库历史悠久,在国际上一直享有盛誉。关注英国政党智库,有助于改变国内智库界一些学者“言必称美国”、迷信“独立性”的现状。[方法/过程]文章对英国政党智库进行了尝试性的分类,剖析了其勃兴的原因,阐释了政党智库与政党之间的关系,概述了政党智库对英国与欧盟、美国、中国关系的战略远见。[结果/结论]文章认为,对于中国智库特别是体制内智库而言,在聚焦“独立”“客观”的美国智库之余,有必要适当关注以依附性为鲜明特征的英国政党智库。[Purpose/significance]Nowadays,despite the considerable enthusiasm for think tank research,there seems to be little attention given to partisan think tanks.Boasting a long history,British partisan think tanks enjoy a high reputation globally.Research into British partisan think tanks will serve to rectify some domestic scholars’blind faith in US think tanks and their so-called“independence.”[Method/process]This paper attempts to categorize British partisan think tanks,analyzes the reasons why they prosper,explains their relationship with political parties,and summarizes their strategic insight regarding Britain’s relations with the European Union,the US,and China.[Result/conclusion]The paper holds that,in addition to focusing on US think tanks which are considered“independent”and“objective,”Chinese think tanks,official and semi-official ones in particular,should also pay attention to British partisan think tanks,which are distinctively characterized by their affiliation to political parties.
