政策因素对川滇藏交界区域三生空间重构的作用——以中央西藏工作座谈会有关生态建设精神为中心

摘　　要：川滇藏交界区地处中国西南边陲,是茶马古道、南方丝绸之路、"一带一路"南亚大通道的必经之地。该区域既是国家重要的生态安全屏障区和能源储备区,也是藏族聚居区,还是集中连片特殊困难地区。文章基于土地利用遥感数据和国家统计年鉴,通过空间分析研究新世纪以来党和国家政策对川滇藏交界区域国土空间发展的协调促进作用,并提出优化建议。分析表明,中央西藏工作座谈会的生态保护精神具有长远的引导作用。在国家政策的积极引导下,该区域生态环境持续改善、社会治理水平不断提升,"三生空间"在保持生态空间稳中有增的前提下,生产空间明显扩大,生活空间集聚高效。The border area of Sichuan,Yunnan and Tibet is located in the southwest border of China,where all the three great roads,namely,the Tea-horse Ancient Road,the southern section of the Silk Road and South Asia Great Passage of the"Belt and Road"pass by.This area is not only the important ecological security barrier and energy reserve area of China,but also a Tibetan-populated area,and a contiguous poor area.Based on the land use remote sensing data and the national statistical yearbook,this article studies the coordinating role of the Party and state’s policies in promoting the land and space development of the border area of Sichuan,Yunnan and Tibet through spatial analysis,and puts forward some suggestions for optimization.The analysis shows that the spirit of ecological protection at the Tibet Work Forum of of the CPC Central Committee has a long-term guiding role.Under the active guidance of the national policy,the ecological environment in the area has been continuously improved and the social governance has been continuously improved,and the"the space for production,life and ecology"have been expanded significantly under the premise of maintaining the stability of ecological space and the living space.
