基于农户满意度的农地流转经营模式评价

摘　　要：农户满意度是评价农地流转经营模式的新视角。基于农地流转与规模经营两个环节构建多层级指标体系,对农户满意度进行评价。结果表明:农户满意度总体处于“良好”水平,其中,单项满意度排序为:规模经营>农地流转、合作社>家庭农场>农业企业。在国家宏观政策环境下,农地流转经营正朝有利的方向发展,为了进一步提高农户的满意度,地方政府应加强对流转政策的宣传及流转纠纷的解决,并针对流转后农户受益程度及社会福利保障、农地质量的改善提出具体的政策措施。Farmers’satisfaction is a new perspective to evaluate the mode of agricultural land transfer and scale management.Based on the two links of agricultural land transfer and scale management,this paper constructs a multi-level index system to evaluate farmers’satisfaction.The results show that the overall satisfaction of farmers is at a“good”level,among which,the order of single item satisfaction is:scale management>agricultural land transfer,specialized cooperatives>family farms>agricultural enterprises.Under the national macro policy environment,agricultural land transfer and scale management is developing in a favorable direction.In order to further improve farmers’satisfaction,local governments should strengthen the publicity of transfer policies and the resolution of transfer disputes,and put forward specific policies aiming at farmers’benefit degree,social welfare security and improvement of agricultural land quality after the transfer.
