摘　　要：本文概述新冠肺炎疫情中大规模侵权及其构成要件,认为应构建和完善包括行政化解、救助基金、商业保险在内的公共健康损害之综合救济体系。This paper discusses the mass infringement and its constituent elements in the COVID-19 pandem⁃ic,and argues that a comprehensive relief system for public health damage,including administrative resolution,re⁃lief fund and commercial insurance,should be constructed and improved.
