海南省卫生资源配置三维度分析

摘　　要：目的依据海南省目前卫生资源配置情况,分析海南省在医改进程中依然出现的问题并提出合理化建议。方法采用《海南省统计年鉴2018》及海南省各地统计公报中相关卫生资源数据,运用基尼系数、集中指数、集聚度的方法从人口、地理、经济3个维度对海南省的主要卫生资源配置指标进行评价,分析海南省新阶段卫生资源配置情况。结果从人口分布上,卫生资源分布较为公平但总体尚不能满足人们医疗需求;从地理分布上,卫生资源分布相对不公平,卫生资源主要集聚在北部区域;从经济分布上,卫生资源指标如医院数、医疗机构数、床位数处于相对公平状态,执业(助理)医师和注册护士主要集聚在经济相对发达地区,医院数和医疗机构数向落后地区倾斜。结论卫生资源总体分布相对公平,资源主要集中在海口、三亚,卫生资源配置尚不能合理完全满足海南省自贸港建设需求,建议在政策导向上对经济欠发达地区予以经济倾斜、促进人才流动,推进人工智能化建设,合理化布局医疗卫生构架,进行适当资源整合。Objective Based on the current allocation of health resources in Hainan Province,analyze the problems that still occur in the medical improvement process of Hainan Province and put forward reasonable suggestions.Methods Using the"Hainan Statistical Yearbook 2018"and the relevant health resource data in the statistical bulletins of Hainan Province,using the methods of Gini coefficient,concentration index,and agglomeration degree to allocate Hainan Province's main health resources from the three dimensions of population,geography,and economy indicators are evaluated and the allocation of health resources in the new stage of Hainan Province is analyzed.Results In terms of population distribution,the distribution of health resources is relatively fair,but overall,it cannot meet people’s medical needs;in terms of geographic distribution,the distribution of health resources is relatively unfair,and health resources are mainly concentrated in the northern region;in terms of economic distribution,health resource indicators such as the number of hospitals,the number of medical institutions,and the number of beds are relatively fair.Practicing(assistant)physicians and registered nurses are mainly concentrated in economically developed areas,and the number of hospitals and medical institutions is inclined to backward areas.Conclusion The overall distribution of health resources is relatively fair,and the resources are mainly concentrated in Haikou and Sanya.The allocation of health resources cannot yet fully meet the needs of the free trade port construction in Hainan Province.It is recommended to give economic tilt to underdeveloped areas and promote the flow of talents based on policy guidance,promote the construction of artificial intelligence,rationalize the layout of the medical and health framework,and carry out appropriate resource integration.
