摘 要:本文从土耳其辐射防护监管基础设施、含源供应商(SES公司)、放射源信息、辐射事故过程、辐射应急、医疗救治、剂量估算等方面对伊斯坦布尔^(60)Co源辐射事故进行了说明和分析。事故表明,未经土耳其原子能机构(TAEK)许可,SES公司将高活度废旧^(60)Co源长期储存于伊斯坦布尔仓库,未定期开展放射源台帐检查;未经SES公司授权将换源容器作废品销售,安全管理薄弱是事故发生的主要原因。TAEK应急的快速响应、IAEA国际援助团的应急与医疗建议、IAEA会员国的密切合作、电离辐射损伤医疗技术等为辐射事故应急和受照人员的医疗救助提供了有力保障。本案例可为辐射事故应急提供借鉴和参考。Something about Istanbul Cobalt-60 source radiological accident such as the Turkey’s radiation protection regulatory infrastructure,the radioactive sources equipment suppliers(SES company),source information,radiological accident process,radiation emergency,medical treatment,and dosimetry estimation are analyzed and explained in this paper.The practice of the accident showed that the main cause of the accident can be list as follows:SES company stored high activity spent Cobalt-60 sources in Istanbul warehouse for a long time without the permission of the Turkish Atomic Energy Agency(TAEK),the check for source record was not carried out regularly,the source exchange container was sold without the permission of SES company,the safety management of warehouse was weak.The rapid emergency response of TAEK,the emergency and medical advice which provided by IAEA international assistance group,the close cooperation of IAEA member states,the medical technology of ionizing radiation damage,which provide a strong guarantee for the emergency response of radiological accidents and the medical assistance of the exposed persons.This case can provide experience and reference for radiological accident emergency.
