摘　　要：实行能源消耗总量和强度"双控"目标考核,是推进生态文明建设,解决资源约束趋紧的一项重要措施。本文基于北京市市级重点用能单位"十三五"时期的节能目标责任考核工作的实践,借鉴国内外的先进经验,围绕考核内容、考核方式、考核机制等进行探讨,总结在"双控"目标考核下取得的成果以及改进意见。Assessing performanceof energy consumption and energy intensity, namely "double control",is an important measuretocommit thedevelopment of an ecological civilizationand solve the tightening resource constraints. This paper discusses the assessmentcontents, methods and mechanism, based on the practice of assessing performance of energy-saving targets formunicipalkey energy-using units in Beijing during the 13 th Five-year Plan, as well as the domestic andforeign experience.Also, this paper summarizesthe achievements and improvement suggestions under the "double control" assessment.
