对国家重点研发计划立项特征的分析及思考——以“水资源高效开发利用”重点专项为例

摘　　要：文章通过对2016—2018年度国家重点研发计划“水资源高效开发利用”重点专项的立项特征进行分析,发现该重点专项的立项项目呈现出项目要求严格化、项目分工精细化、项目研究专业化、项目合作协同化的特征,并对高等院校提出了提升综合研究能力、加强通力协同合作、强化人才队伍建设、主动参与合作研究等几方面建议。Through the analysis of the project-setting characteristics of the key project of national key R&D plan from 2016 to 2018——the key project of“Efficient Development and Utilization of Water Resources”,it is found that the project-setting characteristics of the key project are the strictness of the project requirements,the refinement of the project division,the specialization of the project research and the cooperation of the project.Then,some suggestions are put forward for the colleges and universities to enhance the comprehensive research ability,strengthen the cooperation of the full force,strengthen the construction of talent teams and actively participate in cooperative researches.
