摘　　要：目的阐述我国实验动物管理制度的优势,找出存在的短板,提出完善与强化我国实验动物管理政策体系和标准体系的对策与建议。方法分析国内外实验动物管理政策体系和标准体系架构。结果我国还没有一部实验动物管理的法律,与国际上的通用要求存在较大差距;与国际先进标准相比较,我国实验动物标准内容相对滞后,标准之间缺乏系统性和协调性。结论加强实验动物工作法制化管理,推动《条例》修订和地方标准的制定与实施效果,为进一步提升实验动物为我国科技创发展的服务能力奠定基础。Objective To expound the advantages of the management system of experimental animals in China,find out the existing shortcomings,and put forward countermeasures and suggestions to improve and strengthen China’s policy system and standard system for the management of laboratory animal.Method To analyze the policy system and standard system of laboratory animal management at home and abroad.Result There is no law on the management of experimental animals in China,which is far behind the international general requirements.Compared with the international advanced standards,the content of the standards of experimental animals in China is relatively backward,and there is a lack of systematization and coordination between standards.Conclusion Strengthening the legal management of experimental animals,promoting the revision of the regulations,promoting the formulation of local standards,and lay the foundation for further improving the service capacity of laboratory animals for the development of science and technology in China.
