医卫融合背景下社康中心公卫医师岗位职责探析

摘　　要：医卫融合背景下,专业公共卫生机构人员下沉到社康中心并派出公卫医师驻点,从专业角度看,在一定程度上帮助社康中心的公卫医师理顺了岗位职责和工作流程。在以“疾病”为中心转向以“健康”为中心的新形势下,社康中心公卫医师的工作内容和工作重点发生了转变,对其岗位职责提出了更高的要求和新的挑战。采用半结构型访谈法,以罗湖医院集团下属社康中心的公卫医师为研究对象,探讨医卫融合政策落地和实施前后其岗位职责的变化情况,以期建立一套适用于我国社康中心发展现状和管理模式的公卫医师岗位职责规范,在一定程度上弥补了社康中心公卫医师群体岗位职责研究的空缺,为社康中心公卫医师的实际工作提供理论参考。Under the background of medical and health integration,the staff of the Center for Disease Control and Prevention went to the social health center and sent public health doctors to the site,which helped the public health doctors of the social health center to sort out their job responsibilities and work procedures from a professional perspective to a certain extent.Under the transition of from"disease"centered to"health"centered,the work content and focus of public health physicians in Social Health Center have changed,which put forward higher requirements and new challenges to their job responsibilities.The research adopts the semi-structured interview method and selects the Social Health Center affiliated of Luohu Hospital Group as the research object,explores before and after the implement of integration policy of medicine and health,the change situation of position and responsibilities is explored to establish a set of suitable for China’s current situation and public health physician’s position and responsibility standard of the management model.This makes up the vacancy of the research on public health physician’s position and responsibility in the social health center,and provides theoretical reference for the practical work of public health physicians.
