基于基准管理理论的公园绿地评估指标体系建构——以济南旧城区为例

摘　　要：城市公园绿地对促进新型城镇化发展以及居民健康和福祉具有重要意义,客观评估公园绿地能够有效促进公园绿地资源的分配.但是现有公园绿地评估标准尚不完善,影响了公园绿地管控的实际效用.基于此,尝试引入基准管理理论构建公园绿地评估指标体系,旨在通过对比有益经验来重新审视指标界定、数值衡量等存在的问题.通过济南旧城区实证研究表明,指标的界定应厘清统计口径并强化城乡规划管控,而数值的衡量应在适用条件上准确把握基准对象的选择并在地理范畴上放宽限制.该指标体系的构建方法能够符合和协调现有标准要求,并更具有针对性和客观性,能够为城乡规划管理部门提供科学依据并能够为其他地区提供有益参考.Urban park green space plays an important role in promoting the development of new urbanization,as well as the health and well-being of residents.The objective assessment of park green space can effectively improve the allocation of park green space resources.However,its assessment standards are not yet complete,which affects the effectiveness of park green space management and control.Based on this situation,this paper attempts to introduce the concept of benchmarking management theory to construct the evaluation index system of park green space.The aim is to re-examine the problems of index definition,data measurement,etc.by comparing beneficial experiences.The empirical research of Jinan old urban area shows that the definition of indicators should clarify the statistical caliber and strengthen urban and rural planning control,and the measurement of data should ensure the accurate selection of benchmark on applicable conditions and relax restrictions on geographical scope.The construction method of the indicator system can meet and coordinate the existing standard requirements,and is more targeted and objective.It can provide scientific basis for urban and rural planning management departments and provide useful references for other regions.
