江苏省某地级市社会办医现状分析与对策研究

摘　　要：目的:分析江苏省某地级市社会办医的现状,探讨该市社会办医发展趋势。方法:依据该地级市卫健委发布的有关统计数据,从社会办医机构数、床位数、职工人数、诊疗人次、出院人数、床位使用率、床位周转率等方面进行分析和探讨。结果:截止至2018年底,该地级市社会办医疗机构1 739家,占全市医疗机构的46.05%,实有床位占比31.99%,在岗职工占比29.96%,工作量虽逐年上升,但明显低于公办医疗机构,床位使用率及周转率较低,平均住院日呈上升趋势。结论:该市近几年社会办医发展势头良好,可通过精进拓宽特色服务、健全优化人才机制、保障完善政策落实,破解社会办医能力瓶颈、人力瓶颈、政策瓶颈,加快社会办医向好发展步伐,助力区域卫生健康事业平衡持续发展。Objective:To analyze the current situation of social medical in this prefecture-level city,discuss the development trendof social medical.Methods:According to relevant statistical data released byprefecture-level city’s Health Commission.The present development status and existing matters of social hospitals in this city are discussed and analyzedbased on the number of social medical institutions and beds,staffs,visits and discharged patients,bed utilization rate and bed rotation rate and so on.Results:As the end of 2018,,there are 1,739 social medical institutions in thisprefecture-level city(46.05%of the city's medical institutions),the number of actual beds accounts for 31.99%,and staff accounts for 29.96%.Work amount of social medical institutions has increased gradually,which is obviously less than public medical institutions.And bed utilization rate and turnover rate is low.Additionally,The average hospital stay of social medical institutions still increases.Conclusion:The overall development of social medical in this city has been well maintained.And exploiting specialized service,optimizing talent mechanism,guaranteeing the operation of health policies and breaking the bottleneck on ability,human resource and policies could accelerate the development of social medical,promote sustainable and balancedprogress of regional health.
