跨区域海洋通道合作的东北亚一体化效应

摘　　要：当前全球化受阻的同时,国际产业链的高度关联持续激发全球跨区域合作的加速发展。跨区域合作兼顾区域内关联的紧密性和区域外效能的专注性,能够以良好的合作成效激发区域内的相互依存,推动区域内合作溢出乃至一体化。东北亚地区在中日韩俄等区域强国的共同推动下,通过跨区域合作,积极参与建立北极海洋通道,并以“中日韩俄+X”的模式不断引导区域内外其他国家一同参与相关合作,可最大限度弱化区域内久已存在的冲突与矛盾,并能够不断强化本地区内国家的合作认同和相互依存,为本地区在全球经贸格局转换中争取有利经贸通商条件、提升区域整体经贸竞争能力的同时,逐渐推动实现区域内一体化合作。Although resistance keeping increasing to globalization,international transregional cooperation is not only unacted,but quickly improved by interweaving industrial chains.Transregional cooperation both have the characteristics of compactness of interregional relationships,and concentration on exteriorregional cooperation.Depending on fruitful transregional cooperation,it is able to stimulate mutual interdependency,promote spillover,and push forward integration of interregional cooperation.Then,the dilemma of Northeast Asia integration,would find a solution from the construction of“Arctic passages”.Being the key action of“Polar Silk Route”,Arctic passages have attracted China,Japan,Korea into its activities of environmental research,evaluation,and even channel development.In the future,based on their identities of permanent observers in Arctic Council,China,Japan and Korea could deeply improve“Arctic passages”by guiding other Northeast Asia parties.And through the cooperative mode of“Tetralateral+X”among China,Japan,Korea,Russia and other parties from Northeast Asia,the interdependency,tightness and integration will be more closer to final realization.
