摘　　要：长三角地区是长江经济带、"一带一路"的交汇地区。在长三角区域一体化发展上升为国家战略之际,评价长三角区域的技术创新政策实施效果并构建区域创新共同体,对其在国家战略布局中发挥作用有重要意义。文章以国内外技术创新政策及实施效果评价理论为基础,建立技术创新能力比较指标体系,选取高新技术企业统计数据,运用灰色关联系统理论和方法评价了长三角一市三省的技术创新绩效,从协同创新角度提出提升长三角区域技术创新能力、构建区域创新共同体的对策建议。The Yangtze River Delta region is the intersection area of the Yangtze River economic belt and"OBAOR".It is of great significance for the Yangtze River Delta playing a role in the national strategic layout to evaluate the implementation effect of technological innovation policies in the Yangtze River Delta and build a regional innovation community when the integrated development of the Yangtze River Delta as a national strategy.Based on the theory of technology innovation policy and effect evaluation at home and abroad,this paper establishes a comparative index system of technology innovation ability,selecting the statistics data of high-tech enterprises,evaluates the performance of technology innovation in one municipality and three provinces of Yangtze River Delta by using grey correlation system theory and method.It puts forward countermeasures and suggestions to improve the technological innovation capacity and build a regional innovation community in the Yangtze River Delta from the perspective of collaborative innovation.
