农户规模经营中林地确权、关系资源与正规信贷获得研究——基于林地转入规模视角的实证分析

摘　　要：规模经营是集体林权制度改革和林业发展的方向性选择,关系到林区振兴及数千万农户生计。文章首先阐述林地确权、关系资源、正规信贷获得共同作用于农户林地规模经营的理论机制并提出假设,而后利用福建省523份经营商品林农户的调查数据进行实证分析。研究发现:(1)林地确权对农户林地转入规模、正规信贷获得有直接促进作用,且林地确权可通过正规信贷获得,间接促进农户扩大林地转入规模。(2)关系资源中,银行关系资源显著激励农户扩大林地转入规模,村庄关系资源、银行关系资源对农户正规信贷获得有直接促进作用,但村庄、银行、政府三类关系资源均无法有效调节林地确权对正规信贷获得的激励作用;中介效应结果表明,银行关系资源可通过正规信贷获得,间接促进农户进一步扩大林地转入规模。(3)正规信贷获得显著促进农户扩大林地转入规模。在进行稳健性检验时发现,变量方向与显著性一致,具有较强的可信度。基于此,文章提出促进集体林区家庭林业规模经营的措施:一是深化林业金融供给侧改革,强化正规信贷对规模经营支持作用;二是贯彻落实林地确权颁证,做到"确实权、颁铁证";三是强化关系资源对信息传递、交易撮合的功能;四是重视林地确权、信贷支持与关系资源的组合效能,优化农户规模经营制度环境。Scale management is the direction choice of collective forest tenure reform and forestry development,which is related to the revitalization of forest area and the livelihood of millions of farmers.This article first constructed a theoretical framework that forest land right confirmation,relationship resources and formal credit access jointly act on farmer’s forest land scale management and proposed hypotheses and then used Fujian 523 survey data of commercial forest farmers to conduct empirical analysis.The results showed that:(1)The confirmation of forest land rights directly promotes the scale of farmers’forest land transfer and the acquisition of formal credit,and the confirmation of forest land rights can indirectly promote farmers to expand the scale of forest land transfer through formal credit.(2)Among the relationship resources,bank relationship resources can significantly stimulate farmers to expand the scale of forest land transfer.Village relationship resources and bank relationship resources have a direct role in promoting farmers’formal credit acquisition,and the three types of relationship resources of villages,banks and governments cannot effectively regulate the incentive effect of forest land ownership on formal credit.The effect of confirmation of rights on the acquisition of formal credit;further intermediary effect results show that bank relationship resources can indirectly promote farmers to further expand the scale of forest land transfer through formal credit acquisition.(3)Formal credit access has significantly promoted farmers to expand the scale of forest land transfer.The direction and significance of each variable in the model are consistent with the above,and the results have strong credibility.Based on this,this paper put forward some measures to promote the scale management of family forestry in collective forest area.Firstly,deepen the reform of forestry financial supply side,strengthen the support function of formal credit to scale operation.Secondly,implement the confirmat
