海上丝绸之路北方航线背景下中韩跨海通道建设初探

摘　　要：“一带一路”倡议的实施,需要加强和东北亚国家的互联互通。作为海上丝绸之路北方航线,中韩通道建设是必要的,也是可行的,建设方案分别为近期的铁路轮渡、远期的海底隧道,连接中国山东、韩国西海岸,实现两国铁路联网。建议:(1)将该项目纳入中韩政府合作议程;(2)共同开展建设方案论证规划;(3)探讨跨境(海)合作,特别是山东省的烟台、青岛和韩国仁川等OEAED城市率先开展试点;(4)加强“一带一路”国内沿线省(区、市)之间的协调,探索建立新的亚欧大陆桥;(5)纳入“一带一路”倡议,推动陆上、海上丝绸之路的有效衔接。Interconnection and interworking should be strengthen among the counties at Northeast Asia in the strategy of the Belt and Road Initiatives.As a Northern Routes of the Maritime Silk Road,China and South Korea has the necessity and feasibility to construct a cross-seaing connecting the east coast of Shandong Peninsula and the west coast of Korea.Two programs were proposed,near-term with a railway ferry and long-term with a subsea tunnel.At last,proposed that:(1)include the cross-seaing within a government cooperation and consultation category between the two countries;(2)collaborate project study;(3)explore cross-border cooperation(sea),especially Yantai,Qingdao,Incheon should carry and try which located at the endpoint of the channel;(4)coordinate the related provinces of the Belt and Road Initiatives,strive to open up a new Asia-Europe Continental Bridge;(5)bring the passageway into the strategic plan of the Belt and Road Initiatives,connect both the maritime and overland Silk Roads.
