摘　　要：目的:探索构建医学装备目标管理综合评价指标体系,以便系统、全面、客观地评价医院医学装备管理效能。方法:基于医学装备全寿命周期管理流程,综合运用目标管理理论和平衡积分卡理论,从财务、客户、业务与流程和学习与成长四个维度,初步拟定医学装备目标管理综合评价指标体系草案,向省级医学装备行业协会专家发布两轮德尔菲专家咨询,最终确定4个维度指标和26个评价指标,运用层次分析法定量计算指标权重和一致性检验。结果:应用本研究所构建的指标体系评价广东省粤西地区七家综合医院的医学装备管理水平,结果最高分91.702,最低分71.354,平均80.025。结论:开展以目标管理综合评价指标体系为核心的医学装备管理效能评价,通过以评促改,可以持续推进医学装备管理向标准化、规范化和精细化方向发展,促进科室团队建设和文化建设。Objective:To establish a comprehensive evaluation index system for evaluating the medical equipment management efficiencysystematically,comprehensively and objectively.Methods:A preliminary draft of the comprehensive evaluation index systemfor medical equipment management by objectives was established from finance,customer,business process,growth and learning,according to the medical equipment life-cycle management,management by objectives(MBO)and balance scorecard(BSC).4 dimensional index and 26 evaluation index was determined by means of two rounds of Delphi surveythat issued to the experts from the Provincial Medical Equipment Industry Association.Analytic Hierarchy Process(AHP)was used to quantitatively calculate the indexweightand consistency check finally.Results:The index system was applied to evaluate the medical equipment management efficiency of seven general hospital in Western Guangdong.Theresult showed that the highest record is 91.702,the lowest record is 71.354 and the average record is 80.025.Conclusion:Evaluating medical equipment management efficiency with the comprehensive evaluation index systemmaycontinuously promote the development of medical equipment management to standardization,normalization and refinement and facilitate the team-building and the culture-building for the department.
