摘　　要：介绍了深圳市龙华区“秒批”系统的设计。“秒批”是通过“网上申请、自动审批、即时结果、动态监管”,群众办事“零跑腿、零排队、不见面、全自动”的一种“互联网+政务服务”新模式。该设计主要由事项接入模块、比对审批模块、服务支撑模块、秒批反馈模块四个模块组成,其中技术核心是依靠比对引擎框架实现比对后的事项批复,从而实现政务服务“无人工干预”,从“最多跑一次”到“不见面审批”。This paper introduces the design of“second batch”system in Longhua District of Shenzhen city.“Second Batch”is a new mode of“Internet plus government service”,which is“zero running errands,zero queues,no meeting and full automation”through“online application,automatic approval,immediate results and dynamic supervision”.The design is mainly composed of four modules:event access module,comparison and approval module,service support module and second batch feedback module.The technical core is to rely on the comparison engine framework to realize the event approval after comparison,so as to realize the“no manual intervention”of government services,from“run once at most”to“approval without meeting”.
