摘  要:美国国防部于2017年颁布了MIL-STD-1316F《引信安全性设计准则》。通过将MIL-STD-1316F与北约NATO STANAG 4187-2007及我国GJB373A-1997对比,从引信功能、安全性和可靠性等角度分析MIL-STD-1316F新内容及其所体现的引信安全性设计思想和原理,为我国引信安全性设计提供参考。MIL-STD-1316F新增了逻辑功能段落说明逻辑装置使用问题,修改了引信安全性鉴定要求,更新了爆炸物处理要点,对无隔爆爆炸序列控制要求改动较大,修改了未解除保险状态保证指导准则,对内贮能、引信相容性和电发火能量耗散的设计要点增添了说明,修改了被各军种批准使用的炸药清单,引用了处理假冒电子器件和应对网络安全问题的建议性指导准则等。The United States Department of Defense promulgated MIL-STD-1316F Fuze Safety Design Guidelines in 2017.By comparing MIL-STD-1316F with NATO STANAG 4187-2007 and Chinese GJB373A-1997,introducing the new contents of MIL-STD-1316F and the design ideas and principles of Fuze Safety embodied in MIL-STD-1316F from the perspective of fuze function,safety and reliability,so as to provide reference for Fuze Safety Design in China.MIL-STD-1316F introduces paragraph on logic functions to address the use of logic devices,changes the requirements for safety qualification of fuzes to the applicable Joint Ordnance Test Procedures,updates the Explosive Ordnance Disposal features,makes significant changes for non-interrupted explosive train control,modifies the guidance for non-armed condition assurance,makes the clarification for design features for stored energy,compatibility of fuzes,and electrical firing energy dissipation,revises the explosives listed for inline use approved by all services and references the new advisory guidance for addressing electronics counterfeit and cybersecurity concerns.
