央地关系视角下的城市规划建设管理政策扩散研究——以历史文化名城保护和城市设计为例

摘　　要：在中国改革开放后的经济增长与城镇化进程中,城市规划建设管理虽是技术性工作,但同时具有促进社会经济发展的作用,其政策扩散机制因此变得复杂而值得关注。在政策扩散理论指导下,建立"政策属性—政策扩散—扩散结果"的分析框架;以《历史文化名城镇村保护条例》和《城市设计管理办法》从中央向地方的扩散过程为主要研究对象,分析政策属性的不同维度对政策扩散的影响。研究发现,由于地方官员晋升激励机制的存在,政策的经济和社会属性通过转换为政治优势促进政策扩散;而在央地复杂的互动博弈关系中,政策的技术优势对央地政府的意义并不一致,成为影响城市规划建设管理政策扩散的独特因素。历史文化名城保护和城市设计是实现新时代城市建设目标的重要政策工具,政策扩散研究为今后破解制度建设困境、提升相应的城市治理能力提供了研究基础。In the process of economic growth and rapid urbanization of China,the urban planning and construction management is not just as technology,but also plays a role in promoting social and economic development.Therefore,its complex policy diffusion mechanism is worthy of attention.Based on the policy diffusion theory,the analysis framework of"policy attribute-policy diffusion-diffusion result"is established.This paper focus on the diffusion process of"The Regulation on the Protection of Famous Historical and Cultural Cities,Towns and Villages"and"Administrative Measures of Urban Design"from the central to the local governments,to analyze the influence of different dimensions of policy attributes on policy diffusion.It is found that due to the mechanism of promotion incentive for local officials,the economic and social attributes of policy promote policy diffusion through the form of political advantages.In the meanwhile,the technological advantages of policy have different meanings to central and local governments,which was thought as a unique factor to the diffusion of these policies.Since the urban culture heritage and distinctive building environment has become one of the goals of urban construction in the new age,this paper may give a light of solving the institutional construction dilemma and improving the capacity of urban governance.
