摘　　要：针对美军提出的“电磁频谱战”作战概念,在综合国内外研究成果的基础上,详细探讨了其概念内涵,将策略机制引入电磁频谱战,对电磁频谱作战策略进行了深入研究,给出了策略体系构成、策略表征方法和策略库设计构建流程,简述了电磁频谱作战中策略应用流程,对电磁频谱战中应用策略需要突破的技术进行了简单探讨,为构建我国未来电磁频谱作战能力体系提供参考。For the U.S.“electromagnetic spectrum warfare”,this paper analyses its content and connotation based on the summary of research achievement at home and aboard.And then,the paper introduces the policy mechanism into electromagnetic spectrum warfare and carries on a further research on the electromagnetic spectrum warfare policy,and proposes the policy framework,policy representation method and policy database design.Finally,the paper shortly discusses the utilization of policy and follow-up technology,providing the consideration for capability framework forming of the electromagnetic spectrum warfare in the future.
