社会资本对农户养殖废弃物资源化 利用技术采纳行为的影响--兼论环境规制政策的调节作用

摘　　要：利用山东、河南、吉林615份肉牛养殖户的调研数据,通过建立二元Logistic模型实证分析社会资本对养殖户废弃物资源化利用技术采纳行为的影响,并引入环境规制政策作为调节变量,进一步考察环境规制政策对社会资本各维度与养殖户废弃物资源化利用技术采纳关系的调节效应。结果表明:①在社会资本中,社会网络、社会信任、社会规范均正向促进养殖户采纳废弃物资源化利用技术,其影响效应由大到小依次是:社会网络(5.03%)>社会信任(3.24%)>社会规范(2.01%)。②环境规制政策对社会资本各维度与养殖户废弃物资源化利用技术采纳关系的调节效应存在差异。其中,约束性环境规制政策对社会网络、社会规范与养殖户废弃物资源化利用技术采纳行为关系具有一定的正向调节作用;激励性环境规制政策对社会网络、社会信任与养殖户废弃物资源化利用技术采纳行为关系具有一定的正向调节作用。因此,政府应充分利用社会资本推动养殖户参与废弃物资源化利用,并在这一过程中强化环境规制政策对养殖户行为的引导作用。Based on the survey data of 615 beef cattle farmers in Shandong,Henan and Jilin,the binary Logistic model was established.The model empirically analyzed the impact of various dimensions of social capital on farmers’ adoption of waste recycling technology,and introduced environmental regulation policy as a moderating variable to further investigate the regulatory effect of environmental regulation policy on the relationship between social capital dimensions and farmers’ adoption of waste recycling technology.The results show that:(1) In social capital,social network,social trust and social norms have significant positive impact on farmers’ adoption of waste recycling technology,and the order of influence effect is:social network(5.03%)>social trust(3.24%)> social norms(2.01%).(2)Environmental regulation policy have a moderating effect on the relationship between social capital dimensions and farmers’ adoption of waste recycling technology. Among them,the restrictive environmental regulation policy has a certain positive regulatory effect on the relationship between social network,social norms and farmers’ adoption behavior of waste recycling technology.The incentive environmental regulation policy has a positive regulatory effect on the relationship between social network,social trust and farmers’ adoption behavior of waste recycling technology.Therefore,the government should make full use of social capital to promote farmers to participate in the recycling of waste,and stengthen the guiding role of environmental regulation policy on farmers’ behavior in this process.
