摘　　要：京津冀协同发展战略实施七年来成效显著,但距2030年京津冀区域一体化格局基本形成这一战略目标仍存在差距。京津冀协同发展战略必须积极服务新发展格局,在新发展格局中有所作为。以体制机制创新推进区域治理现代化,加快京津冀向高质量发展迈进。建设首都圈是解决首都发展问题的重要途径,是首都参与全球竞争、提高国际影响力和竞争力的重要手段。京津冀协同发展是我国区域协调发展的重大战略支撑,通过规划引领、产业链支撑、融合发展、数字化发展进一步推进京津冀协同发展。围绕天津在京津冀协同发展战略中的四个定位,实体经济要换"芯",产业发展要换"代",产业空间发展要换"局";构建北方自由贸易港;从金融主体、金融环境、金融调节和金融结构四维度构建良好的金融生态系统;建设有为政府、服务型政府。The coordinated development strategy of the Beijing-Tianjin-Hebei region has achieved remarkable results in the past seven years,but there is still a gap between the strategic goal of the basic formation of the Beijing-Tianjin-Hebei regional integration pattern in 2030.The coordinated development strategy of the Beijing-Tianjin-Hebei region must actively serve the new development pattern and make a difference in the new development pattern.Promote the modernization of regional governance through institutional innovation,and accelerate the progress of the Beijing-Tianjin-Hebei region towards high-quality development.The construction of the capital circle is an important way to solve the problem of capital development,and it is an important means for the capital to participate in global competition and increase its international influence and competitiveness.The coordinated development of the Beijing-Tianjin-Hebei region is major strategic support for China's regional economy coordination development.The coordinated development of the Beijing-Tianjin-Hebei region is further promoted through planning guidance,industrial chain support,integrated development,and digital development.Focusing on Tianjin's four positionings in the Beijing-Tianjin-Hebei coordinated development strategy,the real economy needs to be replaced by the"core",the industrial development needs to be replaced by the"generation",and the industrial space development needs to be replaced by the"office".It is also needed to build a northern free trade port;to build a good financial ecosystem from the four dimensions of the financial environment,financial regulation,and financial structure;to build a service-oriented government and a service-oriented government.
