上海市某区社区卫生服务中心公用经费支出状况分析

摘　　要：目的分析上海市某区社区卫生服务中心公用经费使用状况,为政府制定社区卫生服务中心公用经费补偿方案提供决策依据。方法通过上海市某区卫生健康委员会收集2016-2018年该区47所社区卫生服务中心的收支状况和公用经费支出的相关数据,并采用描述性统计方法进行分析。结果 2018年该区社区卫生服务中心公用经费实际值(589.79万元)与预算值(590.11万元)之比为1.00;占公用经费比例较大的物业管理费和信息网络等维(护)费增长较快(分别为13.92%和45.34%),委托业务费也增长明显(38.01%);A区、B区、C区和D区内的平均公用经费和平均纯公用经费的变异性系数都达到0.22以上。结论社区卫生服务中心公用经费预算不足,区域差异明显,相关政府部门应以控制物业管理费和维修(护)费为重点,加强社区卫生服务中心公用经费的保障与监管。Objective To analyze the public expenses of the community health centers in one district of Shanghai to provide reference for the government to make policy on compensation of public expenses in community health centers. Methods Data related to the financial balance and public expenses of 47 community health centers from 2016 to 2018 were collected by the Health Commission ofa district of Shanghai and were analyzed using descriptive statistical analyses. Results In 2018, the ratio of the actual value(5,897,900 yuan) to the budget value(5,901,100 yuan) of public expenses was 1.00 in those community health centers. The costs for property management and information network maintenance, which accounted for relatively large proportion of public expenses, had increased rapidly(13.92% and 45.34%, respectively), and the outsourcing business expenses had also increased significantly(38.01%). The coefficient variations of average public expenses and pure public expenses in areas A, B, C and D were all over 0.22. Conclusions Community health centers had insufficient budgets and obvious regional differences for public expenses, and relevant governmental departments should put emphasis on controlling the costs for property management and repair and maintenance to enhance the compensation and surveillance on public expenses in community health centers.
