公众对存款保险制度的信任机制研究——基于金融素养、风险感知及价值感知的链式影响

摘　　要：作为金融安全网的三大支柱之一,存款保险制度的有效性取决于公众信任程度。借鉴已有文献,本文构建金融素养、风险感知、价值感知及公众信任的测度指标体系,运用结构方程模型实证检验存款保险制度的公众信任机制。研究发现,存款保险制度的公众信任程度会随着金融素养或价值感知的提升而增强,但风险感知对公众信任的直接效应并不明显。进一步研究发现,金融素养、风险感知、价值感知及公众信任存在着链式效应。此链式路径中,价值感知为金融素养(或风险感知)影响公众信任的完全中介,风险感知是金融素养影响价值感知的部分中介。此外,价值感知对公众信任影响的直接效应最大。决策者应重视提升公众的金融素养、改善公众的风险承担能力,进而增强金融体系抵御系统性风险的能力。As one of the three pillars of the financial safety net, the effectiveness of the deposit insurance system depends on the degree of public trust. Drawing on existing literature, this paper constructs a system of indicators to measure financial literacy, risk perception, value perception and public trust, and uses structural equation modeling to empirically test the public trust mechanism of the deposit insurance system. It is found that the public trust in the deposit insurance system increases with the increase of financial literacy or value perception;however, the direct effect of risk perception on public trust is not significant. Further study finds that there is a chain effect of financial literacy, risk perception, value perception and public trust. In this chain path, value perception is a complete mediator of financial literacy(or risk perception) affecting public trust, and risk perception is a partial mediator of financial literacy affecting value perception. In addition, value perception has the largest direct effect on the impact of public trust. Policymakers should pay attention to enhancing public financial literacy and improving public risk-taking ability, which in turn enhances the financial system’s ability to withstand systemic risks.
