摘　　要：来华留学生人才培养方案是各个高校对于来华留学生汉语语言、文学、中国文化及各个专业的人才培养的具体实施大纲。黑龙江省地方高校有着地域性特征,同时也是来华留学生培养的重要基地。黑龙江省高校来华留学生人才培养方案的制定要结合中国当下大学生创新创业教育,更要符合世界性人才培养的总体需求。因此,需根据创新创业教育的特点,制订留学人员创新创业教育培养的措施。The talent training program for international students is the specific implementation outline for the talent training of overseas students majoring in Chinese language,literature,Chinese culture,etc.in various universities.Local universities in Heilongjiang Province with regional characteristics are important bases for cultivating international students.The formulation of talent training programs for overseas students in Heilongjiang universities should conform to the current situation of taking innovation and entrepreneurship education for college students,should meet the overall needs of talent training worldwide.Therefore,it is necessary to formulate the measures of taking innovation and entrepreneurship education for overseas students in accordance with the educational characteristics.
