台湾乡村产业异业联盟的发展及启示

摘　　要：【目的/意义】通过对我国台湾农业异业联盟的发展实践进行深入剖析,总结农业异业联盟在乡村产业振兴中的作用与有效经验,为大陆乡村产业异业联盟发展提供新的思考与借鉴。【方法/过程】阐述异业联盟概念解释与发展阶段,分析异业联盟在台湾乡村产业中的有效实践措施,结合异业联盟在乡村产业发展中的典型运用与案例,凝练出运用异业联盟促进乡村产业振兴的启示。【结果/结论】结果显示,我国台湾乡村产业异业联盟的特点在于组建路线清晰,运作机制明确;政府引导促进,资源结合紧密;注重品牌契合效应,人力培育全面;科技研发助推,重视农业软资源。最后从中总结了发挥政府引导作用,分级辅导有序成长;多渠道协作发展,挖掘多方功能潜力;重视乡村人力培育,打造整体产业品牌;强化科技支撑,促进技术创新基层渗透等启示。【Objective/Meaning】Through an in-depth analysis of the development practice of the agricultural cross-industry alliance in Taiwan,this paper summarizes the role and effective experience of the agricultural cross-industry alliance in the revitalization of rural industries,and provides some new thinking directions for the rural cross-industry alliance in Fujian.【Methods/Procedures】This paper expounds the concept interpretation and development stage of the inter-industry alliance,analyzes the effective practical measures of the inter-industry alliance in the rural industry of Taiwan,and combines the typical application and cases of the inter-industry alliance in the development of rural industry,and puts forward some thoughts on how to use the inter-industry alliance to promote the revitalization of rural industry.【Results/Conclusions】The characteristics of cross-industry alliance of rural industries in Taiwan are as follows:clear organization route and operation mechanism;government’s guidance and promotion,close integration of resources;paying attention to brand fit effect,comprehensive human training;promotion of science and technology research and development,paying attention to agricultural soft resources.The enlightenments are summarized such as giving play to the guiding role of the government,promoting orderly growth by grading guidance;the development of multi-channel cooperative,tapping multi-functional potential;paying attention to the cultivation of rural manpower,building an overall industrial brand;strengthening scientific and technological support and promoting the penetration of technological innovation at the grass-roots level.
