制度权威视角下“推迟退休年龄”制度实施的难点及建议

摘　　要：我国将推行和实施“推迟退休年龄”制度,对此赞成意见者和质疑、反对意见者众说纷纭。从制度权威的视角出发,针对当前我国实行“推迟退休年龄”制度的社会现实状况,建立起“推迟退休年龄”制度的权威合法性,促使这一制度的制度化,面临着两个方面的难点:在制度权威的客观性方面,制度的规则及实施面临着建立合理性、强制性、实用性的制度制约性难点;在制度权威的主观性方面,被制度约束主体对制度反应过程中存在着建立起认可、服从、信任的“自愿性”信念的困难。针对两个方面的难点,在我国建构“推迟退休年龄”制度权,实现其制度目标,一方面需要通过解决现实的问题,建构这一制度的合理性、强制性、实用性即制度权威的客观内容;另一方面应通过宣传、解释、引导、评估,建构对这一制度的认可、服从和信任即制度权威的主观内容。The“Delaying Retirement Age”system is to be carried out while different people have different opinions.Based on the contemporary social status at domestic,this paper takes institutional authority as the perspective to analyze two difficulties to establish the institutional authority of the“Delaying Retirement Age”system,and promote the institutionalization trend.First,regarding the objective contents of the institutional authority,the rules and implementation are facing difficulties in establishing reasonable,mandatory,and practical system constraints.Second,in terms of the subjective contents of the institutional authority,there are obstacles in establishing the belief of recognition,obedience,and trust in the process of subject’s reaction to the system.Based on the analysis of the difficulties,this paper puts forward some countermeasures to construct the institutional authority of“Delaying Retirement Age”system.By resolving practical problems to construct the acceptance,obedience and confidence of the system.By propagandizing,explaining,guiding and feeding back,to establish the subjective contents of the institutional authority.
